Synopsis

1969. In Kansas City, the city’s police force is ded­i­cat­ed to main­tain­ing order and uphold­ing the law. A series of inci­dents grad­u­al­ly reveals how the social con­di­tion of indi­vid­u­als, ordi­nary vio­lence and dis­cre­tionary pow­er influ­ence police behavior.
